`discover_capabilities`	List all available environmental intelligence capabilities. Returns capability IDs, names, descriptions, and domains. Use this first to see what AOI can do. Each capability requires a quote before execution. No API key required.
`execute_quote`	Execute a capability using an accepted quote. The quote must belong to the agent, be unexpired, and the input_data must match the quoted request. The quoted USD price is deducted from your prepaid balance on success and released on failure. Returns structured intelligence with provenance. If balance is insufficient, returns INSUFFICIENT_CREDIT (top up at https://carbonaa.org/aoi/console). Requires an API key. THIS IS THE ONLY OPERATION THAT CONSUMES PREPAID CREDITS.
