## Quality –/100 (not scored)

Not scored: fewer than three checks apply, usually because no remote answered a credential-free probe or the server is a local package.

### protocol: 75 (weight 25)

- Checks run on what our credential-free, read-only probes observe; tools are never called and no code audit is performed.

### Tool changes

- 2026-10-16 `member_committees` removed
  - ANSWERS "what committees is X on" / "committee assignments for Senator X" — returns every committee and subcommittee assignment (committee name, chamber, rank, title) for one member of the 119th Congress, identified by their bioguide id (the standard Congress.gov/GovInfo member identifier, e.g. "N000015" for Richard Neal — committee_leadership and committee_members both return bioguide ids for the members they list, so look a member up there first if you only have a name). SOURCE: github.com/unitedstates/congress-legislators (public domain), baked periodically, current Congress only.
- 2026-10-16 `committee_members` removed
  - ANSWERS "who is on the House Appropriations committee" / "roster of the Senate Judiciary committee" / "Democratic members of Ways and Means" — returns one committee's full membership with each member's party, rank and title (Chair / Ranking Member / plain member), plus the committee's chair, ranking member and list of subcommittees. Identify the committee by committee_id (the exact id from committee_leadership, e.g. "HSWM" for House Ways and Means, or a subcommittee id like "HSWM05") OR by name (e.g. "Appropriations", "Ways and Means", "Judiciary") — a name with no chamber that matches committees in BOTH the House and Senate (e.g. "Appropriations") returns both as `matches` rather than guessing; pass chamber to pick one directly. For the chair/ranking member of EVERY committee at once, use committee_leadership instead — it is cheaper when you do not need the full roster. SOURCE: github.com/unitedstates/congress-legislators (public domain), baked periodically, current (119th) Congress only.
- 2026-10-16 `committee_leadership` removed
  - ANSWERS "who chairs X committee" / "who are the ranking members of every House committee" / "list of committee chairs in Congress" — returns EVERY standing committee in one chamber (or all three chambers) of the 119th Congress with its chair and ranking member (name, party, bioguide id). Pass chamber to scope to "house", "senate" or "joint"; omit it for all three. For one committee's FULL roster (every member, not just the chair/ranking pair) use committee_members instead. SOURCE: github.com/unitedstates/congress-legislators (public domain), baked periodically — NOT GovTrack, which has no committee-leadership endpoint at all. data_as_of in the response is the source data's own last-update date.
- 2026-10-16 `get_recent_bills` removed
  - List the most recent congressional bills — newest first by introduction date or by latest action. This tool takes NO subject or keyword: it returns whatever Congress touched most recently, so it can only answer OPEN-ENDED recency questions — "what bills were introduced this week", "latest bills in Congress", "what is Congress working on now", "recent activity on bills". PREFER OVER congress_search_bills for exactly those (it ranks by keyword relevance and surfaces older bills). If the question NAMES a bill, act, or subject — "status of the NDAA", "the defense authorization bill", "bills about crypto" — use congress_search_bills instead, even when it asks for the CURRENT status: a named subject cannot be found in an unfiltered recency list, which is mostly routine post-office namings. Returns bill type, number, title, status, sponsor, and dates.
- 2026-10-16 `get_bill` removed
  - Look up one congressional bill from GovTrack by its real-world identifier — congress number, bill type and bill number, e.g. the 118th Congress H.R. 1. Returns title, sponsor, current status with its date, introduced date and the GovTrack link. Does NOT return bill text, cosponsors, committee assignments or vote history.
- 2026-10-16 `search_bills` removed
  - ANSWERS "what bills about X has Congress introduced" / "recent congressional bills on X" / "federal legislation about X" / "find the <Named> Act" — searches US FEDERAL congressional bills (US House & Senate, national laws) BY BILL NAME, SUBJECT OR KEYWORD, including recently introduced ones. Results are RANKED by how well each bill's titles match the query — exact title first, then a title containing the phrase, then all query words, then partial overlap, newer Congress first on ties — so the first result is the best title match and each bill carries its match tier. The current Congress and the two before it are searched in depth plus the first page of matches from every earlier Congress; pass `congress` to search one Congress exhaustively (e.g. a bill from the 111th). Prefer this over a date-sorted recent-bills listing whenever the question names a topic or a bill, since only this tool can filter by it. Returns bill type, number, title, status, sponsor, and introduction date. Use get_bill with congress + bill_type + number for full details. NOTE: this is the US Congress (federal) ONLY — for STATE legislature bills (e.g. California, Texas, New York, or any US state legislation) use legiscan or openstates instead, not this tool.
- 2026-10-16 `forget` removed
  - Delete a previously stored memory by key. Use when context is stale, the task is done, or you want to clear sensitive data the agent saved earlier. Pair with remember and recall.
- 2026-10-16 `recall` removed
  - Retrieve a value previously saved via remember, or list all saved keys (omit the key argument). Use to look up context the agent stored earlier — the user's target ticker, an address, prior research notes — without re-deriving it from scratch. Scoped to your identifier (anonymous IP, BYO key hash, or account ID). Pair with remember to save, forget to delete.
- 2026-10-16 `remember` removed
  - Save data the agent will need to reuse later — across this conversation or across sessions. Use when you discover something worth carrying forward (a resolved ticker, a target address, a user preference, a research subject) so you don't have to look it up again. Stored as a key-value pair scoped by your identifier. Authenticated users get persistent memory; anonymous sessions retain memory for 24 hours. Pair with recall to retrieve later, forget to delete.
- 2026-10-16 `pipeworx_feedback` removed
  - Tell the Pipeworx team something is broken, missing, or needs to exist. Use when a tool returns wrong/stale data (bug), when a tool you wish existed isn't in the catalog (feature/data_gap), or when something worked surprisingly well (praise). ONLY for tools served by this Pipeworx connection — if the tool came from a different MCP server in your client (another vendor's Gmail, Splunk, Slack, etc. connector), we cannot fix it and reporting it here only delays you; file it with that server instead. Not sure? Pipeworx tool names are the ones this connection lists. Describe the issue in terms of Pipeworx tools/packs — don't paste the end-user's prompt. Filing without an account returns a `claim_token`; pass it back later as pipeworx_feedback({claim_token:"pwfb_…"}) to read whether it was fixed and what changed. The team reads digests daily and signal directly affects roadmap. Rate-limited to 5 per identifier per day. Free; doesn't count against your tool-call quota.
