Give the shopper checkout_url; nothing is charged until they pay there. Refused if the quote expired (quote_expires_at) or the order details changed; then call create_checkout again.

Re-checks price, shelf and delivery, then returns the review (item, address, exact total, delivery window, quote expiry) and a checkout_token.
