Repeated pending normalized URLs are acknowledged without overwriting. On outcome_unknown inspect list_my_submissions before retrying.
- `verify_homepage_backlink`: Requires a verified builder Bearer token. Check a visible anchor to https://shellwire.com/ on the root homepage of your public HTTPS site. Authenticated bounded network check, cached for five minutes. No publication. Rate limited.
